Context
Under the World Bank-assisted "Efficiency Improvement" programme to strengthen technical education in Maharashtra state
Under the World Bank-assisted project for strengthening diploma-level technical education (operational since 1991–92), the Government of Maharashtra granted educational autonomy and flexibility to the following 6 Government/Aided polytechnics effective from A.Y. 1994–95:

Government Polytechnic, Pune
Government Polytechnic, Aurangabad
K. J. Somaiya Polytechnic, Mumbai
M. H. Saboo Siddik Polytechnic, Mumbai
St. Xavier's Technical Institute, Mumbai
Conditions of Autonomy
1Educational autonomy shall not impose any additional financial burden on the government.
2The institution shall remain under the supervisory control of the Director, Technical Education, and the Maharashtra State Board of Technical Examinations for administrative and academic purposes.
3Before making any significant changes to the academic curriculum or procedures, prior government approval shall be obtained.
4If it becomes necessary to revoke the educational autonomy for specific reasons, the autonomy may be withdrawn without prior notice.
Background: One Examination Controller post was created in each institution under Reference GR No. 2, and ₹1,00,000 was sanctioned to Government polytechnics at Mumbai/Pune/Aurangabad for preparatory work under Reference GR No. 3.

Applicability
Valid only within Maharashtra State. Religious Minority status granted to apply to all educational branches operated by the institution.
Note: The institution had applied on 24 October 2007 for recognition as a Religious Minority Educational Institution. Following a hearing on 22 September 2008 and on the basis of submissions made by the institution's authorities, the Competent Authority was satisfied that the institution is established and administered by persons or a community of persons belonging to the Religious (Christian) minority community as notified by the State Government under the Govt. Resolution cited above.
